Celia compound is a residential community by Talaat Moustafa Group (TMG) on 500 feddans in the New Administrative Capital. Most of its unit types are past their handover date: apartments from one to three bedrooms, studios, townhouses, twin houses and villas. The developer has no priced units on offer now, so buying in Celia today usually means buying resale from an owner, and the resale prices are in the price table on this page.

Celia is TMG's compound in the New Capital, often searched as Celia TMG, Celia Talaat Moustafa or Celia New Capital. According to the project's details, its master plan was designed with HHCP, an American design firm, and mixes apartment buildings and villa zones around landscaped open space, with a commercial hub, a services centre and a sports and social area.

Where is Celia?

According to the project's details, Celia is in the Green River area of the New Capital, reached from the Ring Road, with the Cathedral of the Nativity and City Hall Mall among the landmarks nearby. Celia in the New Administrative Capital

The New Capital is still filling up, and Celia is one of the parts already lived in. That matters: a finished compound with its own shops and club does not depend on every service outside being ready. The New Capital page lists 109 projects published on Masharf, most of them still under construction, so a handed-over unit here is a different kind of purchase from most of what is sold around it.

• Apartment, 1 bedroom, 49 to 80 m²: fully finished.
• Apartment, 2 bedrooms, 87 to 139 m²: finishing differs.
• Apartment, 3 bedrooms, 138 to 186 m²: fully finished.
• Townhouse, 3 bedrooms, 213 m²: finishing differs.
• Twin house, 3 bedrooms, 268 m².
• Villa, 3 bedrooms, 294 m²: finishing differs.
• Villa, 4 bedrooms, 341 m²: fully finished, handover December 2028.

Every type except the four-bedroom villa is past handover. Note that finishing is not uniform: the same size can be fully finished or need work, and that changes the real cost a lot.

Apartments in Celia

Apartments run from a 49 m² studio to a 186 m² three-bedroom, so there is a size for most budgets. The one-bedrooms and three-bedrooms are recorded as fully finished, so you furnish and move in; for the two-bedrooms, ask about each unit. Since the developer has none on offer, any apartment for sale comes from an owner.

Which size to choose

Studios and one-bedrooms suit a single buyer, a couple or someone buying to let. Two-bedrooms suit a small family, and three-bedrooms a family with children; the largest, 186 m², is close to many four-bedroom apartments elsewhere.

Villas for sale in Celia

Are there villas for sale in Celia New Capital? The three-bedroom villas of 294 m² are past handover, so any for sale comes from an owner. The four-bedroom villa of 341 m², fully finished, is due in December 2028, so it is still being built. If you want a house for less than a villa, the 213 m² townhouse and the 268 m² twin house, both with three bedrooms, are Celia's entry to houses.

The Village in Celia

What is The Village in Celia? According to the project's details, it is the compound's commercial and entertainment hub, with shops, cafes and restaurants. Alongside it are a neighbourhood services centre, a sports and social area with a working clubhouse, two mosques (Al Ghofran mosque is open), cycling and jogging paths, and security with cameras. Celia prices and payment plans

The developer has no priced units on offer, so no developer price or payment plan is recorded with us. The prices owners are asking are in the resale price table on this page, updated monthly. To judge one, divide it by the area and compare it with new projects nearby. Using the cheapest apartment's price per metre: Oaks Egypt about 170,500, handover 2027; Moonreal Tower about 90,900, handover 2030; Il Bosco about 61,100; Bleu Vert about 43,400. For villas, Midtown Solo is about 141,400 a metre and Diplo East about 115,600, both still under construction. Add the rent you would pay while waiting for a new unit before you compare.

Instalments on a resale unit

On resale, the owner may still owe instalments to TMG. Ask for a statement from the developer showing what is paid and what remains, and agree in writing who pays the rest.
