Le Ciel New Capital City is a Cecelia for Construction project in R7, New Capital City, on plot F4 as published. It puts 22 residential towers, villas and a commercial mall on one site, with buildings said to cover only 22% of the land and the rest left to gardens and open space.

Tower or villa?

With 22 towers and villas on the same land, ask where the villas sit in relation to the towers. Right beside them, privacy drops and the towers overlook your garden; in a separate zone with its own entrance, it is a different picture. Get the master plan and mark your unit on it before you pay.

A 17-feddan mall?

The commercial mall is published at 17 feddans, roughly 71,400 m², meant to serve residents and outside visitors alike. That is very large for a mall inside a housing compound, so ask Cecelia whether the figure is the mall itself or the whole commercial zone, and when it will be built relative to the towers. Because it draws outside visitors, ask whether its entrance is separate from the residents' gate and where visitors will park. Pools, security with cameras, maintenance and gardening are also published.

That 78% of open space

Gardens and open space are published as 78% of the land. Ask whether that includes internal roads and open-air parking, and how much of it is private gardens for villas and ground floors rather than shared space for everyone.

Neighbours in R7

The project is published as close to the Mohamed Bin Zayed Axis and to compounds such as Scene 7, La Capitale and Atika. On the map, Rivan is only 200 metres away, Talah 500 metres and Boardwalk 600.

A 111 m² Boardwalk flat starts at 6,900,000, close to 62,200 a metre. Talah opens at 10,556,000 for 151 m², near 69,900 a metre, and Rivan at 3,846,908 for 50 m². When Cecelia gives you a figure, line it up per metre against these and ask how the handover dates differ.

Who is Cecelia?

The project text describes Cecelia as a general contracting company founded in 2013, so its roots are in building for others. None of its other projects is on offer, so ask what it has built before, how far construction at Le Ciel has got, and have the handover date and a late-delivery penalty written into the contract.
